161/01/17NP: TO APPROVE MINUTES OF THE STONE PARISH NEIGHBOURHOOD PLAN DIRECTORS MEETING HELD ON MONDAY DECEMBER 2016
Directors approved the minutes of the meeting held on Monday 5 December 2016 as presented.
162/01/17NP: TO DISCUSS ANY MATTERS ARISING FROM PREVIOUS MINUTES NOT ON THE AGENDA
There were no matters arising from minutes of the previous meeting.
163/01/17NP: PROCEDURE
- To receive report from the Chairman regarding project plan and next steps
The Chairman was pleased to confirm that discussion had now taken place with the AECOM representative who had confirmed support for the Stone Parish Neighbourhood Plan as well as verifying that the project qualified for funding.
- To receive update regarding technical facilitation in respect of thematic workshops
It was identified that a Memorandum of Understanding was to be set out in conjunction with Dartford Borough Council. JT pointed out that, ahead of this being finalised, Neighbourhood Plan Directors would welcome the views of the Borough Council. A template toolkit produced by AECOM would provide activity content beneficial for liaison between the Neighbourhood Plan and the Local Planning Authority and could be tailored to the needs of the Stone Parish Neighbourhood Plan aspirations.
The Chairman impressed the importance of confirming preferred workshop dates for Director and planning representative participation. Dates to be confirmed by Doodle Poll are: Tuesday 21, Wednesday 22 and Thursday 23 February.
MA asked for clarification regarding approach to development of future policy-making. JT confirmed that this exercise may be incorporated as part of the themed workshops and that policies would include sound evidence while assessing the Plan’s aspirations of the determined key themes.

164/01/17NP: SCOPE & CONTENT OF NEIGHBOURHOOD PLAN
- To receive update regarding Community Land Trust framework
JT had contacted a representative in respect from the CLT and discussed viability for the Stone Parish Neighbourhood Plan. She concluded it would only be possible to ascertain suitability following initial feasibility and confirmation of the groups aspirations as a result of the thematic workshops.
165/01/17NP: FINANCE
- To receive updated financial transaction report for Neighbourhood Plan expenditure to date
Directors had been provided with a budget summary for review.
DB enquired what penalty the Maptionnaire cancellation had incurred. Directors agreed that the benefit of response data equalled any associated outlay.
166/01/17NP: TO CONCLUDE ITEMS FOR THE NEXT AGENDA
- To carry out a review of thematic workshops.
- Due to the timing of proposed seminars, the meeting due to take place on 20 February was postponed and the Chairman confirmed that the next meeting of Directors would take place on Monday 20 March.
The Chairman thanked those present for their attendance before closing the meeting at 20:15.
