2 – Disclosure of Pecuniary Interests

There were no disclosures of pecuniary interest.

 

3 – Public Participation

There were no members of the public present.

4 – Stone Recreation Ground Masterplan – Request for Community Infrastructure Levy (CIL) Funding Allocation

Members were provided with a report detailing a number of repair and remediation works, which had been identified by the structural inspection of Stone Pavilion ahead of the planned infrastructure upgrades.

The inspection identified serious deficiencies in the timber overhang structure. The inspection concluded that the timber frame was structurally unsound, showing evidence of movement and instability, and presented an ongoing risk of failure.

 

  • A Financial Summary was provided for the members by Liberty QS and identified the following additional works that would be required outside of the planned refurbishment
    Roof repair/replacement – £154,000

    • Addressing the structurally unsound timber overhang and associated roof fabric.
  • Façade remediation – £15,000
    • Necessary external works to protect the building envelope.
  • Soffit remediation – £60,000
    • Repairs required following deterioration and water ingress.
  • Internal refurbishment – £82,000
    • Replacement of sanitaryware, reconfiguration of ceilings, new flooring, and full redecoration to ensure the Pavilion meets modern community standards.

Total request: £311,000.

 

Members were informed of the anticipated CIL balance for the Council as of November 2025 would be £419,000, should this expenditure be approved.

 

Members resolved to approve expenditure of up to £311,000 of Community Infrastructure Levy (CIL) funding towards essential remediation and refurbishment works to the Stone Pavilion, in line with the Stone Recreation Ground Masterplan.

 

5 – Parish Name change charges – clarification

Members were presented with a report following discussions with Dartford Borough Council regarding the proposed renaming of the Parish, specifically regarding the question of whether any charges would be incurred in updating the Local Land and Property Gazetteer (LLPG) which had been raised by one of the members following an informal discussion with officers at DBC.

The Clerk advised members of the discussions had with the Chief Officer at Dartford Borough Council confirming that, since a Parish name update would be a single, global field change to the LLPG, there would be no charge for this.

Members noted that Parish name updates are a normal function of LLPG maintenance in response to statutory governance changes and such changes do not affect required postal address elements and do not require resident or business action.

Members resolved to note the report on the clarification of the Parish name change charges.
