54/02/20CL: TO RESOLVE CIL EXPENDITURE FOR FULL ARCHITECTURAL DRAWINGS FOR THE STONE RECREATION GROUND MASTERPLAN OF £23,150
Members were presented with a quote for the architect fees to produce drawings to support the planning application for the recreation ground masterplan. Members were advised that this would enable a full planning application for each element of the masterplan. Members were also informed that these drawings would support any funding applications the Council applied for on the recreation ground masterplan works.
Members felt the figure was too high. The clerk confirmed to the members that the figure is in line with industry charges. Members were not willing at this stage to spend this figure on the progression of the masterplan. The clerk raised concerns that funding had been acquired to begin the planning application process and that the masterplan ambitions had all been approved by the council previously.
Members unanimously resolved not to approve the expenditure of CIL on architectural drawings.

To resolve, pursuant to section 1 (2) of the Public Bodies (Admission to Meetings) Act 1960, that because of the confidential nature of the business to be transacted, the public and the press leave the meeting during consideration of the following items
56/02/20CL: TO APPROVE AN EXTENSION TO THE CONTRACTUAL LONG STOP DATE FOR THE COTTON LANE DEVELOPMENT TO 31st AUGUST 2020
Members were told that works are set to begin on site on 2nd March 2020. Members unanimously approved the extension to the contractual long stop date.
57/02/20CL: TO APPROVE THE HEADS OF TERMS FOR A LEASE FOR BATTERY STORAGE AT COTTON LANE
Members were informed of the plans for this lease and the financial return it would offer the Council. Members unanimously approved the heads of terms.
