2 – Disclosure of Pecuniary Interests |

To receive disclosure of any pecuniary interests relating to meeting agenda items.
Having declared an interest, a member must not participate in discussion on the matter and must not take part in any vote unless an appropriate dispensation has been granted.
Relevant Legislation: Localism Act 2011, s 31.
3 – Public Participation |

The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.
However, the council is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.
A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

5 – Highways Improvement Plan |

To resolve Council priorities for inclusion in a Highways Improvement Plan.
As part of the Council’s ongoing work to address local highways and traffic-related concerns, a draft Highways Improvement Plan (HIP) priority list has been prepared for consideration by the Strategic Planning & Environment Committee.
The table presented includes a list of current highways issues that have been identified within the parish from resident and stakeholder feedback and from the Stone Parish Neighbourhood Plan. For each item, the list outlines:
- the issue/concern, and
- a possible action or improvement that could be explored.
The purpose of presenting this list to Committee is to enable members to review and discuss each item, and to determine the priority level to attach to them. The Council may also decide that an item is not appropriate for inclusion within the HIP at this stage.
Members may also suggest other items/issues to be included, pending research by officers.
The Committee’s discussion and recommendations will support the development of a focused and evidence-based HIP that reflects the most significant local concerns and provides a clear basis for engagement with the highway authority.
Next Steps
Following the Committee’s consideration of the list, the next steps will be to:
- Seek Full Council ratification of the agreed priorities,
- Liaise with KCC Highways to develop the HIP further, including gathering supporting evidence, data, and feasibility information where required,
- Consult with the public and relevant stakeholders on the draft HIP prior to submission, and
- Submit the HIP to KCC as the Parish Council’s formal set of highways priorities and improvement requests.
Ongoing Review
Once submitted, the HIP will be reviewed annually to update the list of issues and reassess priorities in light of progress, emerging concerns, and any new evidence or data available.
