2 – Disclosure of Pecuniary Interests |
To receive disclosure of any pecuniary interests relating to meeting agenda items.
Having declared an interest, a member must not participate in discussion on the matter and must not take part in any vote unless an appropriate dispensation has been granted.
Relevant Legislation: Localism Act 2011, s 31.
3 – Public Participation |
The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.
However, the council is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.
A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

8 – Performance Reviews |

To note the undertaking of the bi-annual workforce performance reviews in April/May 2026.
Employee and Line Manager performance Review Forms were distributed mid-April and have been completed. Review meetings are currently underway and will be finalised by end of May.
The Town Clerk’s review meeting is currently scheduled for Friday 15th May, 2pm, to be undertaken by the Mayor and Chairman of The Performance & People Committee.
9 – Workforce Resource Review |

The attached report sets out the increasing operational and workforce pressures currently being experienced across the Council’s hospitality, venue, estate maintenance, communications and community service functions as the organisation continues to expand operational activity and prepare for the reopening of Stone Pavilion. The report outlines the extent to which service continuity is presently being maintained through significant workforce flexibility, cross-departmental support arrangements and extended working patterns, whilst also identifying a number of structural anomalies and emerging resilience concerns that are becoming increasingly difficult to sustain. The report further explains the rationale behind the current hospitality recruitment advertisement and ongoing workforce review activity, intended to ensure the Council is appropriately positioned to support anticipated summer demand, expanded facility usage and future strategic service delivery in a financially sustainable and operationally proportionate manner.
