The attached appendix provides members with the timetable for the council’s internal appraisal procedure to facilitate their awareness and support the forthcoming resolution of the annual calendar of meetings. In 2023, adjustments were made to the proposed calendar of meetings prior to its resolution, leading to a misalignment between internal activities and committee reporting. To prevent a recurrence of such discrepancies, the timetable for appraisal activities is presented to enable council members to synchronize it with the forthcoming annual calendar of meetings. This alignment aims to ensure that proposed People & Performance Committee meetings in September, January, and May correspond appropriately with this cycle and other HR-related activities.

As discussed in the HR Activity Report, it is proposed that recruitment activity for the role of Community Engagement Manager recommences in late April/early May to conclude the process of determining the preferred candidate to enable a formal offer of employment to be made with a prospective start date of early July 2024.
Four shortlisted candidates remain under consideration and as they are all of extremely high calibre, it is not considered necessary to re-advertise the vacancy. It is proposed that the recruitment activity consist of a presentation and interview to shortlist further, with possible final interviews if necessary to address any outstanding areas of suitability.
A copy of the Job Description for the role of the Community Engagement Manager is attached for member’s information.

Following previous performance reviews, expectations regarding performance-related pay adjustments were incorporated into the salary budget for 2024-25. In the review of the workforce structure, work has been undertaken to indicate transitional placements between roles to support competency-based pay. Members are requested to recommend the proposals outlined in the attached report for ratification by the full council.
