63/11/21CL: Public Participation
The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.
However, the council is is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.
A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

Kent County Council is implementing an Outcomes Based Budgeting approach across its services and as part of that implementation they have commissioned an independent review of the Council’s Community Warden Service to establish what evidence there is in terms of the service achieving its objectives and delivering value for money so that they can understand better the difference that it makes to residents and their communities.
KALC would like us to provide them with feedback on the Community Warden Service in our area. In particular:
- What is your experience of the Community Warden Service in your area?
- Your views on how it is delivered, or should be delivered.
- The effect the Community Warden Service has in your area.
- Is the service available in the right parts of Kent?
- How could it be evaluated.
