1 – Apologies for Absence

2 – Disclosure of Pecuniary Interests

To receive disclosure of any pecuniary interests relating to meeting agenda items.

Having declared an interest, a member must not participate in discussion on the matter and must not take part in any vote unless an appropriate dispensation has been granted.

Relevant Legislation: Localism Act 2011, s 31.

 

3 – Public Participation

The council meets and makes its decisions in public. A council meeting is not a public meeting. It is a meeting held in public and there is no requirement in law which allows members of the public to speak at such meetings.

However, the council is is keen to encourage public attendance at meetings and will therefore provide an opportunity to local registered electors to show it is committed to community engagement.

A maximum of 3 minutes is allowed per person to speak and the total length of time afforded for public participation at each meeting shall be no more than 15 minutes, subject to an extension of this time, in exceptional circumstances, being agreed by the Chairman.

4 – Approval of Minutes

To approve the Minutes of the Meeting of the Council held on Wednesday ​27 May 2026.

Relevant Legislation: Local Government Act 1972, Sch 12, para 41 (1).

 

5 – Co-option

 

 

5.1 – Co-Option for Milestone Ward

For Decision

To resolve co-option for the position of Councillor in Milestone Ward.

Each candidate will have a chance to speak with members prior to the meeting to allow sufficient time for members to make their decisions.

The Mayor will ask members to vote for the candidate they wish to co-opt to the position of Councillor for Milestone Ward. The candidate must receive an absolute majority of the vote. Should no candidate receive a majority of the vote, the candidate with the least votes will be eliminated and another vote taken until an absolute majority is reached.

The candidate who is co-opted will then become a councillor and sign the Acceptance of Office book, before joining the meeting.

 

5.2 – Co-Option for St John’s Ward

To resolve co-option for the position of Councillor in St John’s Ward.

7 – Memorial Request

For Decision

To resolve permission for a memorial on Stone Recreation Ground for a resident’s dog.

Members are presented with a proposal from a local resident for a memorial for her dog who was killed on Stone Recreation Ground. Members are also provided with the existing Memorial Policy and an officer report.

8.3 – Extension of Signage Request

For Decision

To resolve Council response to the request by Taylor Wimpey for the extension of 12 months for the development signage.

Kent County Council have received an extension request for development signage currently in situ for the Taylor Wimpey development on Watling Street Stone. As part of the new process of approval for development signage, they require the approval/refusal of the local town council.
Members are asked to resolve if they are happy for KCC to approve for another 12 months or if they would prefer they are removed.

10 – Workforce Structure & Recruitment Proposals for 2026-27

To ratify the recommendation of the Performance & People Committee regarding Workforce Structure & Recruitment Proposals for 2026-27

Members are requested to consider the report of the Town Clerk & Chief Officer regarding the findings of a workforce review, staffing loading analysis and employee development discussions.

The report presents proposals to realign management responsibilities following the conclusion of temporary secondments, strengthen operational resilience, establish clear career progression pathways and address identified supervisory capacity shortfalls within Community Operations.

The Council is asked to consider the recommendation of the Performance & People Committee for ratification for the proposed workforce structure and associated staffing changes.
